Questions were asked to the government regarding action against passengers playing music in flights. Lok Sabha MP V.S. Matheswaran asked if there were details of action taken by the government against passengers playing music inside the aircraft without earphones.
Apart from this, does the government propose to add any penal provision against passengers playing music inside the aircraft without earphones and if yes, what are the details? What are the details of the guidelines issued by the Directorate General of Civil Aviation (DGCA) to airline operators regarding playing music inside aircraft and whether bloggers or social media influencers are allowed to create video blogs inside aircraft and if so, what are the details?

Answering all these questions of MP VS Matheswaran, Minister of State for Civil Aviation Muralidhar Mohol said that DGCA has issued Civil Aviation Requirements (CAR), Section 3, Air Transport, Series M, Part VI regarding the management of unruly passengers under Rules 22, 23 and 29 of the Aircraft Rules, 1937.
Any illegal or disruptive behavior on board the aircraft, which hinders the performance of crew members’ duties, is prohibited in accordance with this CAR. Endangers the safety of aircraft, persons or property or causes inconvenience to other passengers and crew members invites punitive action. Further, the Minister also informed that it is the operating practice of airlines, which indulge in in-flight entertainment (IFE) systems, to provide soft instrumental music during boarding and disembarkation and other pre-loaded entertainment content to the passengers during the flight.
He pointed out that Rule 13 of the Aircraft Rules, 1937 prohibits photography at DGCA-licensed aerodromes and in aircraft in flight without prior written permission.
