India and Pakistan handed over the list of nuclear sites to each other, why did they do this on New Year?

India and Pakistan on Thursday (1 December 2025) exchanged lists of nuclear installations and facilities through diplomatic channels. According to the Indian Foreign Ministry, this exchange between the two countries was done under an agreement, the purpose of which is to prevent attacks on each other’s nuclear installations.

There was an agreement between India and Pakistan on exchange of nuclear installations and facilities on 31 December 1988, which was implemented on 27 January 1991. Under this agreement, both the countries share information about their nuclear installations with each other on January 1 every year. This is the 34th consecutive exchange of nuclear installations between the two countries.

The Ministry of External Affairs said that under the bilateral agreement on Consular Access 2008, India and Pakistan today also exchanged lists of civilian prisoners and fishermen in each other’s custody through diplomatic channels. According to this agreement, such lists are exchanged every year on January 1 and July 1.

Both countries also exchanged lists of prisoners

India provided a list of 391 civilian prisoners and 33 fishermen in its custody, who are Pakistanis or believed to be Pakistanis. Similarly, Pakistan provided a list containing details of 58 civilian prisoners and 199 fishermen in its custody who are Indians or considered to be Indians. The Government of India has also demanded the early release and return of civilian prisoners, fishermen and their boats and missing Indian defense personnel from Pakistani custody. Pakistan has also been appealed to expedite the release and return of 167 Indian fishermen and civilian prisoners who have completed their sentences.

What did MEA say regarding the security of Indian prisoners?

Additionally, Pakistan has been asked to immediately provide consular access to 35 civilian prisoners and fishermen in its custody, who are believed to be Indians and have not been granted consular access so far. India also said that Pakistan should ensure the safety, security and welfare of the prisoners and fishermen until their release.

Due to the sustained efforts of the Government of India, 2,661 Indian fishermen and 71 Indian civilian prisoners have been repatriated from Pakistan since 2014. This includes 500 Indian fishermen and 13 Indian civil prisoners who have been brought back from Pakistan since 2023. (with input agency)
