Budget 2026: From high speed rail to rare earth minerals corridor, what’s special in the budget for election states?

Union Finance Minister Nirmala Sitharaman presented the General Budget 2026-27 in Parliament today on 1 February 2026. Many big and important announcements have been made in this budget, especially for those states where assembly elections are going to be held soon. These include states like West Bengal, Assam, Tamil Nadu, Puducherry and Kerala. To give new impetus to development in the budget, special focus has been laid on railways and rare earth minerals.

1. Seven new high-speed rail corridors for railways

The Finance Minister has made a big announcement to build seven high-speed rail corridors. These corridors will connect Tier-2 and Tier-3 cities with big cities. This will make the journey faster, cleaner and environment friendly. This will make railways a better alternative to road and short air travel.

According to the budget, these include Pune-Mumbai, Pune-Hyderabad, Hyderabad-Bengaluru, Bengaluru-Chennai, Hyderabad-Chennai, Delhi-Varanasi and Varanasi to Siliguri. This will be especially beneficial for Eastern India and West Bengal, where elections are to be held. These projects will connect industrial hubs, technology centres, pilgrimage sites and emerging cities with fast networks. This will increase employment, improve business and accelerate development.

2. Big initiative to reduce dependence on China under Rare Earth Corridor

India is currently very dependent on China for rare earth minerals (such as minerals used to make permanent magnets). To reduce this, the budget has announced the creation of dedicated rare earth corridors in four mineral-rich states, which include Odisha, Kerala, Andhra Pradesh and Tamil Nadu.

Mining, processing, research and manufacturing will get a boost through these corridors. Finance Minister Nirmala Sitharaman said, ‘The scheme of Rare Earth Permanent Magnet was started in November 2025. Now we will help states like Odisha, Kerala, Andhra Pradesh and Tamil Nadu in creating dedicated rare earth corridors.

This will create a self-reliant India, sectors like electric vehicles, electronics and defense will be strengthened and new employment opportunities will be created. Dedicated mineral parks will also be built in Odisha, Tamil Nadu and Andhra Pradesh.

Special focus for electoral states

This budget is very good news for those states where elections are to be held.

  • Mining and industry will get a boost from the Rare Earth Corridor in Tamil Nadu and Kerala.
  • Connectivity will be better in West Bengal through Varanasi-Siliguri rail corridor.
  • The pace of development will also increase in areas like Assam and Puducherry.

Budget focused on electoral states

Nirmala Sitharaman said that the government proposes to help professional institutions like ICAI and ICSI in designing short-term modular courses. He said that 5 medical hubs will be built with private cooperation. Three new All India Institutes for Ayurveda will be built in India. Infrastructure will be created for medical tourism. He said that All India Institute for Designing will be built in Eastern India. To further increase women’s participation in higher education, women’s hostels will be built in every district.

Overall, this budget focuses on self-reliance, rapid growth and investment in electoral states. This will strengthen the infrastructure, increase employment and make India strong at the global level.
