Tamil Nadu Chief Minister and DMK president MK Stalin on Tuesday (January 20, 2026) said his party will try to amend the Constitution to remove provisions making it mandatory for the Governor to address the state assembly at the beginning of the year.
His comments came after Tamil Nadu Governor R. N. This came in response to Ravi’s refusal to read the text prepared by the state government in the Assembly, in which Lok Bhavan had claimed mistakes, and the Governor leaving the House without giving a formal address.
Stalin said in the state assembly that it is not right for the Governor to refuse to read the address prepared by the government every year. Governors are creating such problems in many states, this is not happening only in Tamil Nadu. He was clearly referring to non-BJP ruled states. This was Ravi’s fourth consecutive walkout from the House since assuming office in 2021.

In fact, it is a popular tradition for the Governor to read the government’s policy statement at the beginning of the year. Stalin said, ‘When a Governor repeatedly violates this tradition, the question naturally arises as to why such a rule/tradition should exist?’ He said the DMK, with the support of like-minded parties in Parliament, will try to remove the provisions that make the Governor’s address at the beginning of the year mandatory through amendments in the Constitution.

Later, in a post on social media, the Dravida Munnetra Kazhagam (DMK) chief said, ‘Let us demand amendment in the Constitution, so that there is no need for the Governor’s address. This is in the interest of all those states of the country which are ruled by opposition (non-BJP) parties. He said, ‘Just because the Governor left the House without reading the speech prepared by the government, the achievements of the government in four years cannot be hidden from the people who have benefited from them.’
