Taking major action, the Enforcement Directorate (ED) filed a charge sheet in the scam of Rs 1.09 crore of Public Works Department (PWD) in Dimapur, the largest city and district of Nagaland, the north-eastern state of India. This charge sheet has been filed against government contractor Avituo Sekhose, his firm Hexed Syndicate and his other associates. The Enforcement Directorate had filed a charge sheet in the special court last month on December 29, 2025. On which now the Special Court has taken cognizance on Monday (January 12, 2026).
What was revealed in the CBI investigation?
This case of scam in the Public Welfare Department (PWD) started with the investigation of the Central Bureau of Investigation (CBI). The Central Bureau of Investigation (CBI) had alleged in this case that while carrying out the work of the new High Court building in Kohima, government money was embezzled and the work was also not done properly.
Government funds were tampered with, expenditure was overstated
The investigation by the Central Bureau of Investigation (CBI) revealed that the officers of the Public Welfare Department (PWD) in connivance with the contractors had misappropriated the government funds. At the same time, when the Enforcement Directorate (ED) started its investigation in this case, it was revealed that about Rs 80.25 lakh more was given to the contractor Avituo Sekhose by increasing the cost of the work of building two walls of the new High Court building in Kohima.
Similarly, while carrying out road and footpath work, the expenditure was inflated and about Rs 29.68 lakh more was given to the Hexed Syndicate. According to the ED investigation, a total of about Rs 1.09 crore was misappropriated in this scam.
ED seized property worth Rs 96.67 lakh
During the investigation, the Enforcement Directorate (ED) also seized property worth Rs 96.67 lakh. The role of many officers of the PWD department in Nagaland has also come to light in this entire scam. Due to which the government treasury suffered loss. Investigation of the matter is ongoing.
