The Judicial Commission appointed to investigate the Leh violence and deaths has completed the work of recording the statements of the officers involved in the incident. The three-member commission of inquiry began its proceedings on October 27 with a first visit to the city and heard from public representatives.
Riggin Spalgon, Joint Secretary of the Judicial Inquiry Commission, said on Tuesday (December 23, 2025) that the Judicial Inquiry Commission constituted under the chairmanship of Justice Dr. BS Chauhan, former judge of the Supreme Court of India, related to the Leh incident of September 24, 2025, conducted its proceedings from December 17 to 23, 2025 and has recorded the statements of the CRPF, Magistrate and Ladakh Police present on duty on the day of the incident. The Commission has already collected and examined their written statements submitted earlier as part of the preliminary process.
Common people will soon be called to record statements
The Joint Secretary said that in the next meeting to be held in the near future, the general public will now be called to record their statement before the Commission. He further said that the dates for recording the statements of those who have already submitted their affidavits will be announced in due course.
Four civilians were killed and around 90 were injured during protests on 24 September, leading to increased tension and anger in the area. After this, climate activist Sonam Wangchuk was arrested on 26 September and curfew and internet was shut down several times.
LAB and KDA had demanded judicial inquiry
As a result of the civilian deaths, two Ladakh-based organizations, Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA), distanced themselves from talks with the central government. Judicial inquiry was one of their key demands for resumption of talks and on October 22, the Center and Ladakh groups resumed talks after the Home Ministry announced the judicial commission. LAB and KDA are engaged in discussions with the Center on the demands of statehood and inclusion of Ladakh in the Sixth Schedule. Ladakh was carved out as a union territory from the erstwhile state of Jammu and Kashmir in 2019.
