The Union Home Ministry on Monday (23 February) released the country’s first anti-terrorism policy. Whose name is, ‘PRAHAAR’. This is based on India’s zero tolerance policy against terrorism. The objective of the policy is to prevent and immediately respond to terrorist attacks through intelligence-based action. The 8-page policy focuses on preventing terrorist attacks. What is ‘PRAHAAR’?
Prevention- Prevention of terrorist attacks to protect Indians and their interests.
Responses- Immediate and balanced response to threats.
Aggregating- Capacity building of security and law enforcement agencies.
Human rights and ‘Rule of Law’ – Adherence to human rights and rule of law.
Attenuating – reducing the conditions that foster terrorism, including radicalization.
Aligning and shaping – Strengthening international cooperation to combat terrorism
Recovery and resilience – enhancing rehabilitation and resilience through community participation
Focus on these points in ‘PRAHAAR’?
In this 8-page policy, the focus is on dealing with the challenge of terrorist attacks and strengthening coordination between the system and government agencies. The strategy emphasizes on enhancing the capabilities of security agencies, respecting human rights and preventing radicalization. Prahar describes a systematic and intelligence-based structure to prevent and combat terrorism.
Challenge against terrorism is mentioned in the policy. It is clearly stated in this policy that India is facing challenges like cross border terrorism, cyber attacks, drone misuse and financial support to terrorists. The fight against terrorism continues by using hi-tech technology with international cooperation and social participation. Some neighboring countries have used terrorism as a weapon in their government policy. Despite this, India does not associate terrorism with any particular religion, community, caste, country or civilization. India always strongly condemns terrorism.
What will be special in ‘PRAHAAR’?
– The main objective of the policy is to prevent terrorist attacks to protect the interests of Indians and the country. At the same time, a balanced response has to be given immediately to possible threats.
Apart from this, it has been said in this policy to adopt the method of participation by uniting the society and eliminating fundamentalism.
The policy also states that along with uniting different departments of the government against terrorism, human rights and legal procedures will be adopted to deal with the threats.
The policy talks about coordinating efforts against terrorism at the international level.
The threat of terrorist organizations like Al Qaeda and ISIS has also been mentioned in the policy.
Technologies like crypto wallet, encryption and dark web have also been described as challenges.
Apart from this, the challenge of preventing access to CBRNED (chemical, biological, radiological, nuclear, explosive and digital material) has been explained.
