The opposition’s motion to remove Om Birla from the post of Speaker in the Lok Sabha has been listed for Monday (March 9). If 50 members stand up when called by the Speaker of the House, the motion will be accepted. After this the proposal will be discussed and voted on. If 50 members do not stand in support of the motion then the motion cannot be presented.
Both BJP and Congress have issued whips to their respective Lok Sabha MPs to remain present in the discussions on this issue. The majority is in favor of the government, which makes it clear that the proposal will be rejected.
Who will present the proposal?
According to PTI report, Parliamentary Affairs Minister Kiren Rijiju said that this proposal will be presented in the House on March 9. This proposal will be presented by three Congress members Mohammad Javed, K Suresh and Mallu Ravi. In the proposed resolution, questions have been raised on the conduct of the Speaker in which he prevented the Leader of the Opposition and other opposition leaders from speaking and made unfair allegations against the opposition women MPs. There is also mention of suspension of opposition MPs for the entire session.
What are the allegations against Om Birla
The opposition believes that Birla has stopped maintaining the impartial attitude necessary to gain the confidence of all sections of the House and through his partisan attitude he is disregarding the rights of the members of the House. They are giving such decisions which have been taken in a deliberate manner to weaken these rights. It has also been alleged in the proposed resolution that Birla openly takes the side of the ruling party on all controversial matters.

The Constitution allows Birla to be present in the House in this matter. They can defend themselves and vote on the motion, but they cannot preside over the proceedings when the matter is being discussed. Officials of the Lok Sabha Secretariat said that this proposal will be presented after the Question Hour at around 12 noon.

The opposition had filed a notice against the Lok Sabha Speaker in the first phase of the budget session, which was signed by 118 MPs. At that time, Trinamool Congress MPs had not signed the notice but now the party has said that it will support the opposition’s no-confidence motion against the Speaker. According to the rules, for a no-confidence motion, signatures of two MPs, 14 days’ notice and the support of 50 members of the House are required.
Who has how many MPs?
272 MPs are required to remove the Lok Sabha Speaker but despite the support of Trinamool Congress, the opposition is not able to get sufficient majority. In the current Lok Sabha, the government has the support of 293 MPs, of which 240 are from BJP, 16 from JDU, 12 from TDP and other NDA parties. The opposition has only 238 MPs, of which 99 are from Congress and the rest from Samajwadi Party, DMK, Trinamool Congress and other parties.
