Lok Sabha: How many SC/ST and OBC employees in IIT, IIM, NIT and AIIMS, government revealed in Lok Sabha

Lok Sabha MP Manoj Kumar asked a question to the Education Ministry about the number of employees of Scheduled Castes, Scheduled Tribes and Other Backward Classes in the country’s central universities, big institutions like IIT, IIM, NIT, IIIT and AIIMS. He also wanted to know how many reserved seats are vacant on teaching and non-teaching posts in these institutions and what steps the government is taking to fill them.

Answering this question, Dr. Sukant Majumdar, Minister of State in the Ministry of Education, said that all these central higher education institutions are autonomous. They have been established under the Act of Parliament and the recruitment process in them is according to their own rules. The right to appoint faculty and non-faculty posts rests with the board or management committee of the concerned institution, the Ministry of Education does not interfere directly in this.

Vacancy is a continuous process

The minister said that vacancy in the post is a continuous process. Posts become vacant from time to time due to retirement, promotion, resignation, death, opening of new institutions and increase in the number of students. It is the responsibility of the institutions to fill these. On July 9, 2019, the government had implemented the reservation law for teacher cadre in central educational institutions. Under this, 15 percent posts are reserved for SC, 7.5 percent ST, 27 percent OBC and 10 percent EWS category. This rule is applicable in all central institutions.

Dr. Majumdar said that advertisements are issued throughout the year to attract qualified teachers. Special recruitment drives, mission mode recruitment and transparent selection process are adopted. UGC has also launched an online portal named ‘CU-CHAYAN’, which has made the recruitment process in central universities clearer and easier. He said that in August 2021, September 2022 and October 2025, all central institutions were asked to fill the backlog vacancies in mission mode. About 29,979 posts were filled by October 24, 2025, which includes 17,494 teacher posts. Thousands of posts have been filled from SC, ST and OBC categories. Giving information related to AIIMS, it was told that there are a total of 781 teachers in AIIMS Delhi, out of which 118 are from SC, 40 from ST and 168 from OBC category.
